Secondary Vocational Education: Driving Territorial Development

With the support of the Ministry of Education of the Russian Federation

Qualified workers and mid-level specialists are the foundation for successful regional economic development. Demand for a secondary vocational education is growing along with the prestige associated with it, professional educational organizations are updating their basic infrastructure, and foundational professional educational organizations and resource centres are being established. An imbalance nevertheless persists between the training pipeline and the needs of the real economy and the labour market.
How can colleges and technical schools be modernized and made more flexible? How can universality and inclusion be implanted in professional education for all participants of the educational process? How do basic vocational education organizations differ from regular vocational organizations, and who studies there? How many socially oriented companies are out there, and how can the Abilympics movement change employer attitudes towards the employment of disabled people? How can we involve employers in resolving issues of personnel training and employment? How can we build effective interaction between colleges and enterprises and employers for the employment of graduates with disabilities?
Issues concerning the comprehensive modernization of the secondary vocational education system and a transition to the sectoral model of personnel training will be discussed in this session.

The question of how to keep motivated and talented youth in a particular region is voiced everywhere but has yet to be answered. Following each transition from one level of education to another, a portion of the talent moves on from small town to large city and then from large city to the capital. What factors influence the desire and willingness of the most motivated and energetic of our youth to tie their fortunes to their native region? What incentives might induce them to return to their native region following studies at the best Russian (or foreign?) universities? What regional instruments and federal programmes have proved effective in this matter?
